Community Engagement in Implementing RSBY

This is to address the issue of out of pocket expenses on health and that below poverty line families and other identified groups can access to quality health care service. The Rashtriya Swasthya Bima Yojana (RSBY) is the Significant government programme. The Poorest Areas Civil Society Programme (PACS) has signed a Memorandum of Understanding with State Nodal Agency, JASLAWS (Jharkhand State Labour Welfare Department) for the effective implementation of RSBY in Jharkhand. Chetna Vikas with the partnership of Poorest Areas Civil Society Programme (PACS) is working towards increasing the uptake in non- discriminatory access to RSBY by the socially excluded groups and BPL households in the 8 designated districts, namely: Deoghar, Palamu, Bokaro, Giridih, West Singhbhum, Lohardaga, Gumla and Chatra.

There is immense time gap between the delivery and uptake of services by the rural poor. Hence it is important to improve the service delivery component and also crucial to mobilize people for better uptake of the services and hold the government machinaries accountable. This can be notified by organized intervention focusing both on the demand-supply graph so that the community level organizations are aware of their rights to quality health services and insurance scheme. Also that they are capacitated to raise their demand for good quality services. It is in this regard, that the role played by Chetna Vikas in partnership with its CSO partners (ASRA, EKJUT, GCK, LCSS, NSVK, PRERNA BHARTI, SMS, and SHARE) assumes greater significance.
